Adding goal for an employee to the performance document without attaching it to a goal plan

Hello,

Can the manager add an individual goal for an employee to the performance document without attaching it to a goal plan? As far as I know, we can't add a goal without linking it to a goal plan.

Exemple : I want to add a goal to just one employee and I don't want to attach it to a goal plan because i have only one Goal plan and this goal plan is shared by several employees and I want this goal to be assigned to just one employee. In this case, can I as manager add this goal to the performance document without attaching it to a goal plan, or do I have to create a goal plan for this employee's single goal ?
