How to make measurement section mandatory on goal page

Summary:

The requirement is to make the measurement section mandatory at goals page. When an employee enters a goal, measurement section should automatically get expanded by default.
An employee should not be able to click on "Save and Close" before entering the measurement details. Please let us know if we have any possible functionality available in the system.
