Hours worked temporal life event not triggering.

We have a requirement for Hours Worked temporal life event. We are using the seeded temporal life event - Hours Worked in Period Changed. We have defined a balance to store the work hours. If a new hire completes 1200 hours, then he/she will be eligible for benefit plan. We have configured temporal life event as mentioned in the oracle documents.
