REDWOOD: Goal notes going for approval

In Responsive UI, we are able to add Notes to a perf goal without triggering any approval which is our desired behaviour. However in Redwood UI, adding an Update triggers approvals.

In RUI, we are able to add Notes to a perf goal without triggering any approval which is our desired behaviour. However in Redwood UI, adding an Update triggers approvals. How do we switch back to the previous way so that people can add Updates whenever they want without sending to managers to approve?
