Dependent certification - Need a way to restrict

Summary:

Hi,

We want to restrict dependent certification Eg: Birth Certificate, if the employee has already provided the birth certificate during hire when enrolling the dependent, it should not prompt again to provide birth certificate for the same dependent at a future time (life event).

Currently, with the below setup, the plan is getting suspended for every life event.
