Unable to bulk load manual enrolment data using Participant enrolment -HDL

What is correct approach to bulk load the manual enrollments for back dated plans and which are the processes involved if loading involves enrollments for multiple years.
Is it required to run 'Evaluate Scheduled Life event Participation' for all the years till 2024 while loading back dated enrollments?

eg: If an employees life event occurred date is July 2020, few enrollments are changed in 2021, no enrollments changed in 2022 and 2023. How to approach this load.?
