canadian designated groups

Add button under Canadian Designated Groups does not show in ESS

Content (please ensure you mask any confidential information):

I created a job role A, and assigned role hierarchy of Manage Canadian Designated Groups and View Canadian Designated Groups.

I then created data role B, inheriting job role A, with Person Security Profile of 'View Own Record'.

I assigned data role B to user 1 (a manager) and user 2 (an elevated HR user).

I logged in as user 1, cannot see the Add button under Additional Person Info under Me tab.

I logged in as user 2, cannot see the Add button under Additional Person Info under Me tab. However for Additional Person Info under My Client Groups, I can see the Add button.
