How to massively assign Journey without Action and HDL

Hello experts,

we need to automatically assign Journey when a performance document is loaded at the employee level. However, there is no action available for it (while for example Core HR transactions such as Hire and Add Assignment are available).

Is there a way to automatically assign this type of Journey without using HDL?
