Automate copying goals from old to new assignments

In cases where workers have changed job titles throughout the year, there have been several cases where the worker’s goals are not copied over to the new job title. 
The workers are required to re-create or copy goals over. 
We obviously can transfer this manually/HDL/HSDL but this request is about automating this process.

Please provide if this is a possibility and what next steps would be.
