Automatically assign journeys to employees who are newly promoted to manager

Hello,
We have a requirement to assign a journey automatically to employees who are newly promoted to managers.
I know we can use the combination of Action and Eligibility Profile to determine if a employee is manager. But the issue is, assuming I use the "Action: Promotion" and Eligibility profile to check if the employee is a manager. It will work fine for the first time when the employee is promoted to the manager.
But it will trigger again if a existing manager is receiving a Promotion. The checklist will satisfy the criteria and will be reassign to manager.
