Old Credit Card Transactions suddenly validated and visible on user's dashboard

Summary:

Our client has the Aged Corporate Card rule set at 60 days. Which means that if there are transactions older than 60 days which the user has not added to an expense report and submitted then the user will not be allowed to submit any further transactions.

Of late we are seeing that suddenly old transactions from 2-5 years ago are appearing on the User's dashboard. It is not possible that these transactions were valid all this time and the user was still being allowed to submit all subsequent transactions. Hence these transactions should have been validated or re-activated (we are not sure which since we are not sure of the prior status of the transactions) recently. But the latest process ID linked to the transactions are all very old ones and seem to be from a time when the transactions were first loaded into Prod.
