Anytime Performance Document section is not visible to Admins

We have noticed that our Admins do not have visibility into Employee Anytime Performance Document sections until the document is created. Is this expected functionality?

We had an employee report an issue of not having the anytime section available. When an Admin reviewed, they also could not see an anytime section leading us to believe there was an error in the system or process. After further research, it seems Admins can only see the sections on the performance page when documents have been created. If there are no documents created, the section is not visible.
