Employee and Line Manager unable to pick anytime performance document to create as LOVs don't appear

Employee and Line Manager unable to pick anytime performance document to create as LOVs don't appear. This is in the Redwood UI.

In the Redwood UI, Employee and Line Manager went to add anytime performance document but when they went to select the performance document, no LOVs appear. I can get HR to assign the document, however they're unable to see any of the LOVs in the drop down. When I select the box the system flickers but doesn't open with LOVs to select from. Has anyone experience this problem in Redwood?
