End-dated Contact Record but Person Record for contact is still active

Summary:

We have a file feed we send over to our carrier, but it was failing because a dependent was listed twice under one of the plans (with two different names but same DOB/FICA) - we updated the dependent record with a new effective date to the correct (the plan now has one dependent entry only) and we also end-dated the contact record for the duplicate.

Is there a way to also end-date the person records of the dependent/duplicated record? It is causing the file feed to fail but I am not sure we can end date a person record for a contact as long as the Employee record it is tied to is still active.
