Unable to bill resources with resource instances at the time of Service order debrief

Summary:

We are unable to bill Resource with resource instances at the time of Service Order debrief in Service Logistics even when price list has been defined for these resources.

Is this a standard functionality or are we missing any configuration? Resources without a resource instance are being billed as intended during debrief.
