How to disable 'Create' Action on the Dynamic choice list

Summary:

I have created the following DCL with a custom object. However, it seems that the 'Create' action is available for the users, which should not be the case. The values for this DCL should be derived from the values created under the custom object. Is there a way to disable this action for end users?
