Associate New Document Type with New Certification Type

Summary:

Hi, We have a requirement to associate a new document type with a benefit program certification type. We have created the document type and the Document of Record but we are unable to associate it with a program. The program is unrestricted and our goal is to show employee at enrollment stage that he/she first need to submit the document of record in order to get enrolled in the plan.
