goal.dat stacktrace error

Summary:

we tried to make goal layouts for customer using goal.dat template's, when at last friday, before patch update, goal.dat upload worked fine.
Since new patch applied last weekend , the upload faces stacktrace error , and we don't made any relevant change in goal.dat file.

here the main error:
java.lang.NullPointerException at oracle.apps.hcm.goals.core.publicModel.entity.GoalEOImpl.validateMaxGoalsInGoalPlan(GoalEOImpl.java:5382)
