Filtering Debrief Billing Item (Labour and Expense) in Debrief Plugin

Summary:

We have a requirement where Debrief Billing Item needs to be filtered in the OFSC Debrief Plugin to display only the Items based on the Location, Business Line - relevant to the Technician.

Now this lists down all the Debrief Billing Item Enumeration and Technicians are seeing Debrief Item not applicable to them.
