Assign performance document and competencies via HDL/HSDL

Summary:

Hi experts,

I need to create a Performance document template with only one section: "Competencies assigned by HR". The goal is to assign the document to some selected employees in order to evaluate their competencies.

I'd like to know if it is possible to achieve this by 2 HDL/HSDL uploads:

1. Assign massively the document to every selected employee via HDL/HSDL
2. Assign massively the selected competencies for everyone of the employees via HDL/HSDL
