Is it possible to delay and send a candidate rejection email only when requisition is filled

Summary:

Business requirement is : Suppose Requisition XYZ having 50 Applications, 10 applications were rejected manually. After a while, hired 2 candidates and filled the job requisition. Now the client requirement is to send Candidate rejection notification to all rejected candidates (early 10+ 38 ) only when requisition is filled. Is it possible to delay rejection notification and send only when requisition is filled. Will fast formula helps in achieving this?
