Redwood UX: Performance Goal actions

We have profile option HRG_ENABLE_GRANT_ACCESS (for goal sharing) set to 'No' and our custom employee role does not have the following privileges:
Share Performance Goals
Align Performance Goals
Extend Performance Goals
In Responsive UI, the employee does not have the actions Share, Align and Extend available on a performance goal.
I noticed in Redwood UI, the employee does have the actions Share, Align and Extend available on a performance goal.
Why are these actions displayed when our employee does not have the corresponding privileges?
