Limit Access to Receipts

Our users have asked us to make the following limitations on access to receipts and I have not been able to find any documentation on how to do this. Please let me know if either of these things are possible.
- All users are in the same business unit (County of Dauphin) and data security for Accounts Receivable is set to the Business Unit. It is possible to limit the ability to view/update receipts further, by department, for example?
Is it possible to make the date fields on the receipt creation screen not-editable? Ideally this would only be for users with the Accounts Receivable Specialist role, and would remain editable for the Accounts Receivable Manager role.
