How to enable Secondary Account Reference under personal payment method for China

Summary: Secondary Account Reference under personal payment method for China is missing. Secondary account reference is available for some countries like Japan but not available for China. I do not find any configuration to enable/disable this option. Can someone help if there is any configuration available to achieve this? If configuration is not available, can this be achieved through personalization?
