Can Participant Feedback option be activated in Year-End Review only for Managers and above.

We have a requirement to add participant feedback as one of the task in the Year end review. Also, this should be enabled only for the users who is Line manager and above. and the feedback nominations should be approved by their respective line managers. We found there is no such option available to validate this. Can this be achieved in the current product functionality?
