Benefit program questions

Hi,

Could anyone advise what are pros and cons of having one benefit program vs multiple benefit programs?

Our client has unique requirement for segregating benefit programs by union groups as they might have changes in rate for a specific union group and also the employees will know which union program they belong to by the name of the union.

What would be the best practice?
