Can we have pop up warning message whenever there is an amount in "Employer Pays you" in ER

Summary: We have a requirement where we need a pop up message before a user submits a report, a pop up warning to say something like "YOU WILL BE REIMBURSED DIRECTLY FOR THIS EXPENSE, ARE YOU SURE?" whenever there is an amount in "Pay to Employee" OR "Employer Pays you"
