Employees and Managers cannot Share performance goal in Redwood

Summary:

Dear Team,
Our Client flagged an issue where
1. Their employees cannot find people in the "Person" drop down list when Sharing a goal in Redwood
2. Their Managers can only see names of their employees in the "Who" field when selecting "My Team, Direct Reports or Dotted" but not when selecting "Any Person".
3. Both Employee and Manager cannot share goal, hence cannot align too.
4. Even when manager select his direct employee and click the "Shared" button, nothing happens ( it remain on the share pane, and no transaction process occurs)
