Redwood - Performance Management green check mark

Summary:

We currently have comments set to optional in our performance reviews and the rating is required but the green check mark only appears when you add a rating and a comment. If you just do the rating and move on, it does not show a green check mark. Wanting to understand if we can make the green check mark appear when only the rating is completed and not both.
