Add Missing Button Missing Under Goal Plan

Summary:

We have an employee who does not have the "add" button located on their goal plan. As far as I can tell, this is the case for this one employees as everyone else is able to see the "add" button. I have looked in the transaction console and they have no "stuck" or "draft" transactions in the transaction console. Has anyone else recently encountered this issue.
