Error in performance Evaluation

While doing the performance evaluation for an employee as a manager, I am getting the attached Error. However, if I use an id which has HR specialist and line manager role, i can do the Evaluation without this Error. Please suggest if I am missing out on any setup. I should be able to do the performance evaluation as manager.
