Why is the content server not opening correct document for maintenance work definition attachment?

Summary:

In the Manage Maintenance Work Definitions screen, each maintenance work definition code has an operation with an attachment. This is the .txt file that contains the text that is not being consistently extracted.

Using a BI Publisher data model, we are attempting to join Fnd_documents_vl.DM_VERSION_NUMBER to the content server out of the box data source FA_UCM_PROVISIONED on the Document_ID. This gets joined back to the maintenance work definition code, by joining fnd_attached_documents.pk1_value to WIS_WORK_DEFINITIONS_V.work_Definition_id

I am not consistently getting the document extracted as text into a cell that I would expect.
