Process Corporate Card Transactions for Inactive Employees

Is it possible to automatically assign the delegation to the manager using this process instead of them having to accept/delegate?

Managers often state that they did not receive the email and we have no way to regenerate it. We would prefer they get notification that they've been assigned and have the process automatically assign the delegation. Otherwise it becomes a manual task to make the assignment. Is this possible?
