Pending Action Item Prevents Another Life Event from Processing

Summary:

We have Pending Action Items set up for Dependent Designation and EOI. If there is an open Pending Action Item, we are unable to process another life event even though the Pending Action Item due date is in the future.

There is a Default to Assign Pending Action formula type. Can this FF type be used carry forward the open Pending Action Item. Has anyone had any luck with using FF for pending action items to carry forward so that another life event can be processed?

Example:

New Hire life event is processed. Interim and Suspended coverage triggers pending action item with a due date 60 days out. Within that 60 days, a Salary Change life event fires, however, because there is a pending action item, the Salary Change life event cannot be processed and stays in potential status.
