Development goals from previous performance document still visible

Summary: When creating a new performance document for the incoming review period, the development goals from the previous document are still visible.

The performance goals work based on the review period of the goal plan, so we do not have the same issue, but development goals seem to still pull through. Is there a way to filter out the previous goals? or what can be done to remove them from the evaluation?
