Restrict report data

Summary:

We have reports shared across HR. We want to restrict generation of report to confidential Req or Req within HR department to certain recruiters. In our report parameters, there is a way to filter Department and when they select HR in the parameter, it generates the open requisitions in HR. Is there a way to restrict this? that even though they select HR, it will not be generated?

Also, is there a way to limit the Report menu such that users can only Run report but not create/Edit? thanks
