RestAction errors in Skills and Qualifications

Summary:

In the Redwood page for Skills and Qualificaitons via ESS/MSS, the user will get an Error that says 'Error reponse during RestAction' at the top of the screen. We use custom employee and line manager roles and have added the suggested roles and privileges to them. Please see them listed below:
