Unable to edit completed goals in Redwood

Summary:

We have the profile option switched on to enable employees to edit completed goals. I'm currently testing Redwood and I'm seeing different behaviour, but I'm not sure if it is expected or not?

Content (please ensure you mask any confidential information):

When an employee has completed a performance goal, they can't edit the goal details unless the slider bar has been reset to less than 100% (so the goal is back to in progress) and they add a comment and select the update button. This seems like a very long winded way just to be able to access the Edit Goal button. They may not have an additional comment to make and will then need to reset the progress slider afterwards.
