Approver for Payment Process Request unable to select View Payment

User is unable to select View Payment during the Payment Process Request approvals even after adding the below privileges to the custom role

I have added the following privileges to a custom role, but the user is still unable to access the page after selecting View Payment. I do not want to assign Accounts Payable Payment Supervisor or the Disbursement Process Management duty since this user should only have permission to view.

View Rejected and Removed Items in Payment Process Request
