Fully Migrated vs. Not Migrated attributes in Personalization Helper Tool Report

Once I run the Redwood Personalization Helper tool, following the steps via Doc ID 2999756.1 for Report Only mode, I get a large Excel Sheet.

I am trying to make sense of this sheet, and have a couple of questions:

We have a few tabs that say "TDS Summary", "TDS Not Migrated Summary", "PC Summary", and "PC Not Migrated Summary". I understand TDS is for Transaction Design Studio rules, and PC is for Page Composer rules respectively.

Question 1: What is the difference between the "Not Migrated" and "Fully Migrated" attributes? For example, under "TDS Summary", we have a total of 261 Fully Migrated attributes, and 28 Not Migrated attributes.
