Does "Assign and Update Benefits Relationships" executes Refresh as well ?

Dear Experts,

we have seen that even after executing "Assign and Update Benefits Relationships" process. we can still that there are active benefit relationships tagged to previous employer.

If we click on the refresh button for individual employee, then it works. But we can not manually refresh all 650 records we have.

Please advise.
