RSSP/receiving is showing blank for the users whose having custom employee role with RSSP privilege

Summary:

RSSP/receiving is showing blank for the users whose having custom employee role with RSSP privilege, we have added below privileges to the Employee role.

For few users the RSSP is fully functional for specific users SSP is working but RSSP showing blank and also i have enabled responsive receiving using sandbox but even that is working with few users for few it's not even showing up.
