Co-browse terms and conditions

When we add text to the Terms and conditions text box in the co-browse configuration the link that is created opens to a 404 page error. I don't see anywhere in the documentation that says how to modify the url the terms and conditions section uses. Is this possible or is this supposed to open up to an oracle terms and conditions page and we just have a broken link?
