contextual journey for benefits

Our client have requested to create a context journeys for benefits, related to "Family and Emergency Contact - Action". In Brazil we use this action to inform family members to be enrolled for benefits like medical and dental insurance.
When we trie to set a contextual journeys for it we cannot find this action.
