Can we enable a duplicate check at Move to HR Phase which can allow us rehire with new person record

Enabling the Duplicate Check at Move to HR phase tells us to mandatorily merge the duplicates but the ask is that we do not want to merge the duplicates instead want to hire the duplicate person with new record and new person number via ORC. Is there any feasibility on the same.
