Forcing users to report material manually before progressing to Complete with details

Summary: We have a requirement that when a material is used up by a maintenance work order, users should be required to manually report the material through the review dispatch list before they are allowed to complete the work order with details or the complete with details should be greyed out until the material is reported manually. is this achievable and what are the steps to implement this?

Currently, users are not required to manually report the materials, which allows them to close out the work order without the system updating the quantity. This results in the material still appearing as available in inventory, even though it is actually not physically.
