Why Am I being Forced to Enter Reason Won/Competitor when Marking Opportunity as Closed WON?

In DEV1 and DEV3 Environments, I'm getting an error message when closing opportunity as WON, when in PROD, that doesn't happen. I checked all requirement scripts on App Composer for "REASON LOST" and "COMPETITOR" fields and verified that MOO_CLOSE_WINLOSS_REQD and MOO_CLOSE_COMP_REQD Profiles are set to NO. Yet I keep getting this error message.

Can someone help me disable this so when CLOSING an Opportunity as WON, this isn't required? We want it required only for when it's CLOSED LOST.
