System should ask for certification when the option is changed

Summary:

Hi,

We have a requirement that when employee enrolls into the plan , option A first time , system should ask for 'Proof of external coverage'. At a later time, if employee selects Option B then system should again suspend the plan for 'Proof of external coverage'. I do not see an option in the list of values to achieve this. Does anyone have any inputs on this?
