Performance document with no manager access

We would need to configure a feedback document for employees in such a way that this document should not be visible to managers.

We prepared an anytime document with only worker evaluation enabled and have not added manager role for the sections or template of the performance document still the manager is able to see that for the employee? Am I missing any configuration?
