Job level Approvals configuration through Spreadsheet

Business had a unique requirement for Journal Approvals using Job levels. Below is the different Scenarios captured.

Scenario 1: We have USER1, USER2, USER3, USER4 with job roles J4, J3, J2 and J1 respectively. J4 is atmost level and J1 is least level. If the USER4 raise the manual Journals, it should route approval parallelly to approvers USER2, USER3 & USER4. First Approver wins and Journal is approved & posted.

Scenario 2: We have USER1, USER2, USER3, USER4 with job roles J4, J3, J2 and J1 respectively. J4 is atmost level and J1 is least level. If the USER3 raise the manual Journals, it should route approval parallelly to approvers USER3 & USER4 skipping USER1 with job role J1. First Approver wins and Journal is approved & posted.
